Serving as Councilmember for District Eleven is Ross A. Appel, who was elected in November 2019.

Ross Appel, a fourth generation Charlestonian, grew up in South Windermere. He attended Bishop England High School, received a degree in philosophy from the University of Florida in 2006, and obtained a law degree from the University of South Carolina in 2009. He lives in Byrnes Downs with his wife Alexis and their two dachshunds. He was elected to Charleston City Council in November 2019.

In law school, Ross clerked with former Director of the South Carolina Department of Revenue Burnie Maybank. After graduation, he worked with White & Smith Planning and Law Group - one of the country’s leading land-use and planning law firms. Today, Ross practices law with McCullough Khan, LLC where he concentrates on zoning, real estate, business, and personal injury litigation. He represents individuals, businesses, non-profits, and local governments. Notably, he has successfully litigated several class action lawsuits against government agencies for mishandling public funds, obtaining millions in refunds for residents and businesses.

Prior to his election to City Council, Ross served on the City of Charleston’s Board of Zoning Appeals - Zoning. He also serves on several non-profit boards including the Charleston Jewish Community Center and the Hebrew Benevolent Society of Charleston, SC. The latter is the oldest Jewish philanthropic organization in the United States.

In his spare time, he enjoys spending time with Alexis, surfing, kayak fishing, Gamecock sports, and bird photography.
